Welcome Limited’s creditworthiness is not rated by a rating agency approved by the Reserve Bank under section 86 of the Non-bank Deposit Takers Act 2013 (Act) because Welcome is operating under an exemption from the requirement under the Act to have a credit rating. The Non-bank Deposit Takers (Credit Ratings Minimum Thresholds) Exemption Notice 2016 exempts Welcome from the need to obtain a credit rating (or rely on another exemption) until 28 February 2026. The exemption means that Welcome has not received an independent opinion of its capability and willingness to repay its debts from an approved source. The exemption applies because Welcome has only recently commenced business as a non-bank deposit taker, making it unduly onerous to comply with the requirement under the Act to have a credit rating.
